to connect citizens better with government * . i ran it for almost nine years. and when i was elected to office four years ago, i was unfortunately more surprised than i wanted to be about how far behind san francisco government was. this was very 2008, 2009. with you i'm really proud of the leaps and bounds we have taken as a city * . i was proud in 2010 to help move forward legislation to really bring together city departments to work in a coordinated way with our committee on information technology. to help create a chief information officer position for the city. i was also proud to work with then mayor newsome in passing the first generation of open data legislation that we have. but as our civil grand jury in june pointed out, our i-t in san francisco is still in need of a culture shock. and this is where all of us come in today. we have 200 data sets that have already been put out there, but by and large the data sets put out by city government are data sets that i think show us in a very positive way. from my perspective, it's important for us to keep on pushing data sets that
ways and very creative ways. and i want to say, again, as someone who has worked in government for 23 years, i've been at those departments like dpw and others where we think in one dimension. this is where we clean the streets. this is how often we clean it. this is when we tell the cars to move off. and this is what dpw does and it does it pretty well within that constraint. if you shared that data with companies who are looking at where do people live, how -- what their patterns are, we can get a lot more creative. when we open our data, when we suggest to departments that they can work in collaboration, when we open up and establish within our city contracts that the companies that do service for us do not own the data that they generate from us, that they will have a contractual obligation to share that with the city so that we can mine that to the rest of the city, that's advance of opportunities for everybody. i know at the heart of sharing this data, there is going to be a lot more jobs created, a lot more people out therein venting new ways to establish small businesses that
more efficient government, along with some very good entrepreneurial efforts that are reflected in today's announcements and some of our partners that are here today. so, three years later, after announcing this and after doing the first generation of open data legislation, open sf is still a very vigorous, and we want to do even more. we've teamed up again with board president david chiu who has been personally involved with this and helping us and guide us with his knowledge, having been a small business owner himself, with how we can do even better. and today we are announcing actually two areas of improvements to our piece of legislation that i think will get people even more excited. the first is after a couple of years of opening up some of the data streams in our city and seeing how this data had already started, some companies, some entrepreneurs develop applications, helped us already with identifying some additional needs in the city and involving more people, we want to do even more along that line. and, so, this legislation will allow us to establish, along with the
government will get its act together. but right now, what we're projecting, if the fiscal cliff and the federal sequester were enacted as it is in law, it would be about $26 million, in additional impacts to the city, and that's everything from hiv and aids services, homeless, cdbg funds for our community development block grants, it's a wide range of programs affecting kind of all -- sort of the whole range of social and public safety services that the federao government invests in through this city. so those are the kinds of concerns. it's a significant risk, i think. and that is why we looked so hard at other sources of funds for this supplemental. >> so the total on that would be 30, 32, and we have 15 reserve against it. so it's a question back to my colleagues, why are we doing this right now with this pocket of money? again fully support this money that. but why are we pulling from state reserves bh when we know we're getting a cut in a month and upwards of 30 million that we don't have allocated right now. that would be my question to my colleagues. >> president chiu: su

. happening in the castro, not to minimize the seriousness of what's going on, but we do have government. we have to make choices in terms of what our priorities are. and until we get to a point that we have the level of staffing of our police department, where in fact we have the bodies to do everything that>q= needs to be e around community policing, i don't believe we're at the point where we can say that this becomes a priority over the violent crime that is happening in some parts of this city. that is a very real concern that i have. and, you know, supervisor wiener said that we don't-á( want to pt our police officers in a terrible position. i do think that putting police officers in a situation where they have to choose where resources are deployed is a terrible position. and i would rather not make that the priority for this city. do have limited resources, and i think that in terms of priorities going forward, i think that violent crime, when it comes to the deployment of law enforcement should be the priority,.<( 8gç o have a concern that this might get in the way of that. but th

the uncertainties around the state and federal government budgets, and the whole point of the rainy day funds being to allow the school district to make choices with that money. i've heard a lot of talk about what different people think the rainy day fund should go for. that's a decision for the school district. it's not restricted. so i do have concerns about the being used. i'm very supportive of the -- money. chu. >> supervisor chu: i wanted to address two points. i think there was a question supervisor campos raised about why now, that it's important, and it's important now. i think we don't disagree on that level. i think that it's important for the school district to have this funding in place so they can implement these programs in the second part of the year. so i don't think that that's really a big debate in my mind. i do think the school district needs this funding now if they're going to implement the credit program so i don't disagree with you there. i think supervisor kim mentioned, and was really advocating that this is a good use of money. i don't think many of us disagree with that
hall and with city government generally. in the last budget process, we read able to get a full-time person in the office of economic and workforce development who will focus exclusively on nightlife and entertainment. that is a huge step with the positives of the industry. i would have worked very closely with supervisor chiu to get a budget for the entertainment commission. at times, the entertainment commission has been set up to fail because we expect all sorts of enforcement and make sure that people are cracking down on the rules, but we have not committed the resources necessary to do so. we are slowly doing that to make sure that they can meet their mission. and the of all special use district that i mentioned before, i think we lost -- we will finally start seeing some reform there. we have a lot more work to do. i recently asked the economist to supplement the impact study for the night live with a similar study for outdoor fairs and festivals, which we know contribute mightily to our economy. i'm very committed to seeing the planning department put together an enterta

government views health coverage by same sex spouses and domestidomestic -- to be taxable income. therefore they're taxed more than other city employees simply because their spouse or partners of the same gender. this discrimination in our federal tax code has cost same-sex partners thousands of dollars each year. as of july 28 of this year the latest data we have, the number of city and county of san francisco active members with same-sex domestic partners total over 350. san francisco has always been a leader in supporting our lgbt community and i'm proud to stand with that group. following the example of other municipalities such as cambridge, massachusetts and private employers such as google in the bay area who have shown leadership on this issue and stood with our lgbt community ensure that same sex domestic partners will not be burdened with these taxes anymore this is an issue ofuqjxp equal. additional tax is one of the many results of the -- marriage act in congress. domestic partners are denied federal protection offered to other couples such as immigrant rights, social security
